The FBI changes their "best" handgun caliber on a pretty regular basis, and can't make up their feeble minds on it, so it remains the choice of the individual to use what HE feels is best.
Oh my goodness .......... this year the FBI says 9mm is best, so I better go throw all my .45's into the river. Cause the FBI said so.

The 9mm has killed a lot of people across the world since 1908, but so has the .45ACP.
Look at the graphic. Which caliber expanded the largest?
