WHY? BECAUSE I NEVER CHAMBER A ROUND FROM A FULL MAGAZINE, TAKE OUT THE MAG, TOP OFF THE ONE ROUND I JUST STRIPPED, AND REINSERT THE MAG. YOU'RE JUST ASKING FOR A MALFUNCTION DOING THAT BUT YOU GO RIGHT AHEAD AND BE MY GUEST, PROFESSOR OF GUNOLOGY.
The magazines are designed to be loaded to full capacity and carried in the gun that way. Your statement was worded in such a way to imply that you either carried an empty chamber and a full mag, or a loaded chamber and a downloaded mag. Sorry if I misunderstood what you wrote.
And yes, any gun with an 8 round magazine is not at full capacity unless you can completely unload it and have 9 live rounds in your hand.
Now, what is the rationale for not carrying a full magazine?

If your gun won't feed from a full magazine, I suggest you buy a REAL gun. Where did you get the silly idea that a pistol magazine must be downloaded for the gun to function properly? What expert did you learn THAT from?
Another newsflash. If you are relying on a semiauto, you are ALWAYS risking a malfunction in a life or death situation. You can have a FTF or FTE caused by the gun. You can accidentally hit the mag release; the mag will drop out of position, and the gun won't pick up the next round. You can have faulty ammo. Yes it happens even with FACTORY loads.
Are your spare magazines downloaded, too? If you do a tactical reload, are you inserting a second downloaded magazine into the gun?
The only thing you DON'T do to charge the chamber is to manually put a round in the chamber and then drop the slide on it. You can damage or break the extractor by forcing it over the rim of the case.

When a manufacturer advertises 7+1, 14+1,. or any other "+1" capability, what do you think the manufacturer is recommending? The mfg is saying it is OK to carry the gun with a loaded chamber AND a FULL magazine. Find me a manufacturer who says
"WARNING: Carrying this gun with a loaded chamber and a full magazine can cause malfunctions." Go ahead and find one. I'll wait.
Now find me ANY true gun expert who recommends carrying a less than fully loaded magazine in the gun.
You can carry your gun with ONE round in the magazine. I don't care. But don't claim that a full magazine hampers a gun's function in any way shape or form.
That is simply NOT TRUE.
What is a tactical reload, Mr. Expert? A tactical reload is replacing a partially empty magazine with a fresh, FULL one, while there is still a round in the chamber. In other words, a tactical reload puts your gun in "+1" configuration. No true defensive gun carrier would have his spare magazine loaded with less than maximum capacity. Ask the cops in your area if their spare magazines are loaded down by one.
Look, you got called out for being wrong. Just admit you didn't know any better and we can move on.

That's nice. With a topped off mag there's a lot more pressure on the slide by the top round. I used to top off just like you do but decided to stop the practice after on more than one occasion having slammed the newly topped off mag home it didn't seat and could be pulled out without actually releasing it. And I do mean SLAMMED. So, for the 3rd or 4th time now, you do what you want. I stopped topping off MY mags. Got it yet?

That's not a gun problem, that's an operator malfunction. You might even be resting your thumb on the mag release when you put the new mag in. Yes, that surely will stop it from seating fully and staying there.
I'm not giving up one round because YOU have issues. Neither should anyone else.
I have accidentally thumbed my mag release and dropped the mag during a firing string. There was nothing wrong with the gun. I got careless. Improper carrying of a gun, especially IWB, can also put pressure on the mag release, causing the mag to ride out ever so slightly. So you draw and fire and get one shot, or even worse, if you have a magazine disconnect, you get NO shot.
If you are loading your gun in a cold situation, just take a few seconds of your busy day to try and pull the mag out. Make sure it is secure. If you are reloading under fire, shit happens, including trying to load the magazine upside down or backwards, and even dropping the fresh mag. That's why we practice the finger-to-finger reloading drill.
Find yourself a good instructor and work with him/her. That can fix some of your bad habits.

Failure to secure the magazine in the weapon. And then you claimed topping off a magazine leads to malfunctions, when we know it does NOT.
