DES MOINES, Iowa (AP) — Gov. Kim Reynolds signed a bill Friday that will make handgun carry permits and background checks on unlicensed sales optional in Iowa. As of July 1, people can buy handguns from private non-licensed sources such as websites, gun shows and individuals without a permit or background check. People also will be able to carry a gun into public places such as grocery stores and malls without prior safety training or a permit. Reynolds said in a statement that the bill protects the Second Amendment rights of Iowa’s law-abiding citizens. "We will never be able to outlaw or prevent every single bad actor from getting a gun, but what we can do is ensure law-abiding citizens have full access to their constitutional rights while keeping Iowans safe,” she said. www.msn.com/en-us/news/us/reynolds-signs-gun-bill-easing-background-checks-permits/ar-BB1ffyKK?ocid=msedgntpI'd argue that with this law, the Governor ensures that not only will Iowa not be able to prevent 'every single bad actor from getting a gun', she's ensured that no bad actors at all will be prevented from getting a gun. How could they? With what legal mechanism will she ensure that ANYONE can't buy a gun whenever they want? Way to go, Gov. Tell us again who does not obey laws. In addition, you can NOT bring a firearm onto private property, such as a grocery store or mall, without permission of the owner. It doesn't matter if you have a permit or not! This is already law in many states, if not all of them.
It is already illegal to knowingly sell a firearm to a person who is not allowed to have one by law. But again ............... criminals don't obey laws.
Carry permits and background checks should not be optional in private sales. They should be FORBIDDEN. Why do I need a carry permit to buy a gun that I will keep in my home, shoot only on a range or other unpopulated area, use strictly for hunting or simply put in a collection?
Lieberals are such fools.

You're such an idiotic hair-on-fair shrieking little schoolgirl. That been the law in most states all along you idiotic fool clown. More and more states are going to Constitutional carry no matter how much morons like you gasp. Can you explain how that law will prevent a felon from buying a gun at an Iowa gun show? Tell us what law will stop a felon from acquiring a gun.
CRIMINALS DON'T OBEY LAWS, numbskull.

Sorry pal. You obviously have zero experience and have no clue what you're tslking but think you know all about it. Yeah...That's why most guns involved in crimes in Chicago come from a lax gun law state, Indiana...cuz I don't know about such things. Wake up, Bozo. Post your facts backing such an idiotic statement.
Oh wait ............... Bitem and other anti-gun idiots say it, so it must be true.
Does Chicago have laws against murder and other crimes?
How are THOSE laws working out, fool?

Way to go, Gov. www.governing.com/archive/gun-show-firearms-bankground-checks-state-laws-map.htmlI've long, here, indicated that gun shows are nothing more than traveling retail stores, "built" by promoters, who contract out space/tables and should have nothing but FFL dealers selling, if firearms are sold by them, that should result in background checks. IMO, it's a loophole. The logic, for some, is "well then they'd just go to the back alley somewhere". <shrug> their risk, their choice. I wouldn't. Though I have looked at collections in a house, fewer people will take the risk of bringing a stranger into their house or going into a stranger's house w RFDs. But their risk and their gain of selling closer to retail V selling to a dealer at wholesale or buying at less than retail.
Re Gun Show Background Check Laws: Currently, eleven states require BG checks on all sales (Colorado is one of them) with another 8 handguns only, (Incl Iowa). Web sites matters not, as if they buy from another state they, by Fed Law, have to be shipped to a FFL holder, who then is required to do a BG. Intra-state, uh, shipping it may be an issue as well, w the carriers. So an intra state web site is essentially a "newspaper ad" on the net, which is currently done, across America.
Re the training for a CCW, we agree.
To the extent that, if you want to make some sort of Fed provision, I MIGHT be persuaded to include open carry, as a licensed and trained option. Understanding there are negatives to that. But would the Colorado shooter have hesitated to open fire knowing that in a store full of citizens the second guy or third would have been a trained open carry guy or gal. MAybe. 5 States, I think, don't allow OC. Col does w the exception being Denver County. As does Cali, w numerous exceptions.

When I move to Nevada next year, as a resident CCW holder I can walk into any LGS and walk back out with any firearm and as many as I choose to buy. And handguns don't have to be from an approved state DOJ firearms roster. Quite a change from communist caliphonia. WHERE WALT THINKS GUN LAWS ARE WAAAAY TOO LAX. Walt are shmart.

Background checks, permit and licensing requirements do NOTHING to stop criminals. If they are willing to use a gun to commit a crime, they sure don't care about what laws they break to GET a gun.
Want a gun right now? Go to the Texas-Mexico border, grease some palms, and you will have a gun in no time, thanks to Demoncrats and their open door policy. Bitem and Co. are making it EASY to get guns and drugs. Really the only thing that puts a damper in this scheme is that it is even cheaper to buy a stolen gun, or steal one yourself.
Make a law and criminals will break it. That's what they do.

Doesn’t matter to me. My primary motivation is that gun shows are a business. They then should abide on equal footing w another business. Want to buy a gun from a private seller or sell, meet him at his house, in an alley, state park, parking lot, ...... Or the border? Go for it. Don’t like the risk? Shrug. Go to a B&M. Don’t like that, do without.
