I'm not defending anything but a 14 month old dog is usually not necessarily a puppy. In general, puppies become adult dogs between one and two years of age. Further w breeders, sub-standard puppies are often euthanized, though they can be sterilized and donated to shelters. If one is available and accepts. If one was a working dog breeder or owner, by 14 months, if the animal doesn't "get it" or can't, you need to move on. Hopefully donating it but if that isn't possible ............

Several possible issues. One geography. Another is, today, animal shelters are close to or at capacity, all across America. Part of that issue is the result of COVID. People bought/acquired animals for "company". And later found there is more to it that feeding them twice a day. Or their job travel during COVID changed post COVID. Animal day/hotel care can as difficult to find as day care for kids and they are expensive.
Then there is the cost of ownership they didn't consider. Inflation has hit that segment. Both in keeping the animal and for those considering adoption. The prices for pet supplies increased by around 9% in June from '22 to '23. The prices of pet food increased by around 12.1% from June 2022. Which also impacts donations to shelters to feed and house animals.
Adoptions have plummeted. Around 19% of households adopted a cat or dog during the first year of the pandemic. Not so today. Many organizations are also seeing fewer people interested in adoption. So their inventory has risen.
More than 416,000 animals were taken in from April to June of '23 at the over 1,000 shelters that use software management service 24PetCare. In the same time period, there were only a few more than 210,000 adoptions. Many NFP shelters have run out of room.
Budget restrictions have reduced a city's ability to help and house.

FTWIW, Biden's USDA would like to increase the use of helicopters, buy more traps, and hire more people to kill feral animals, if Congress could provide more money.

My dog is 8 and is still a puppy. That’s a lot of words just to say you support the execution of puppies. ...I've heard for a LONG time, there are not bad dogs, just bad trainers. From what we know, I'd say that fits here.

Not sure when she killed the puppy, but if she did it when she was governor or in congress, it would be ridiculous to argue that couldn’t use her vast social and business networks to figure something out. Even if she couldn’t find a place, the other option is to wait until something became available. The idea that she couldn’t find a different solution is ridiculous.
