When UNC self reported violations initially, the NCAA said they didn't find any and let them off the hook. That obviously snowballed since but this is just par for the course. They, the NCAA, go out of their way to look good in the eyes of the public (re: PSU) or take a hard line on trivial things (re: Baylor walk-on) but when the criticism is aimed at them, they tuck tail and run.
I don't know what an alternative would possibly look like but suffice to say, reform within the current structure is badly needed.

The fact that there needs to be a structure to administer manage and oversee college athletics, regardless of how well it works, cannot be used by the ncaa alone as the reason for its existence. It's time for that body to lead by example, with integrity, 100% of the time. I don't think you can build a new body. So the only answer is to retool what exists now. The ncaa needs to lead, and programs large and small have to follow. One doesn't work without the other.
