Here is the executive order reportedly issued by the Trump administration: DESIGNATION OF MILITIA RIFLES By the authority vested in me as President and Commander in Chief of the Militia by the Constitution and the laws of the United States of America, and in order to ensure the ability of citizens of the United States to defend themselves, their communities and their States, as well as to ensure the safety and security of our Nation, I hereby order as follows: Section 1. Purpose. Both individual and community safety are critically important to the national security of the United States. Terrorism, transnational criminal activity and potential acts of war by foreign nations present a significant threat to national security and our citizens, who have the right and the duty to defend themselves, their communities, their States and the Nation. Section 2. Policy. It is the policy of the executive branch to: (a) Support and defend the Constitution, including the Second Amendment right of citizens to keep and bear arms for Militia purposes,as well asself-defense. (b) Encourage citizens to be prepared to act as members of the Militia to defend communities, States and the Nation, as part of the common defense contemplated by the Constitution of the United States. (c) Discourage restrictions by States and political subdivisionson individual possession of firearms suitable for Militia purposes by citizens of the United States. Section 3. Definitions. (a) “Militia” has the meaning given the term in Title 10, Section 311 of the United States Code to include the Unorganized Militia, as well as the meaning given to the term “Militia” under equivalent State statutes. (b) “Self-Defense” shall mean the actions of citizens to defend themselves and their families from physical attack. (c) “Communities” shall mean neighborhoods, towns, cities, counties and other political subdivisions of citizens who live in distinct geographic areas within a State. (d) “State” shall mean one of the fifty States of the United States. (e) “Militia Purposes” shall mean training, practice and preparedness which could improve the ability of a citizen to act,and to be armed in case of a need to act, as a current or future member of a local, State or National organization commanded by government officials and responsive to a physical threat. Appropriate organizations include those commanded by an elected county or city Sheriff; those commanded by the Governor of a State through officers of that State’s Defense Force as authorized by Title 30, Section 109 of the United States Code, or through officers of that State’s National Guard;and organizations commanded by the President through officers of the Active or Reserve components of U.S. Armed Forces. (f) “Militia Rifles” shall mean the firearms designated in Section 4 that are made in America and suitable for use in self-defense, community defense, defense of States and defense of the Nation. Section 4. Designation of Militia Rifles. That the following firearms and accessories are authorized and appropriate for individual citizens to keep and bear for Militia purposes under the Constitution and the laws of the United States: (a) The AR-15 and similar semi-automatic rifles, to include flash suppressors and bayonet lugs, magazines of up to thirty round capacities, M-7 bayonets, and ammunition in 5.56 NATO or .223 Remington, in all quantities. (b) The M1A and similar semi-automatic rifles, to include flash suppressors and bayonet lugs,magazines of up to twenty round capacities, M-6 bayonets, and ammunition in 7.62 NATO or .308 Winchester, in all quantities. (c) The M1 Garand and similar semi-automatic rifles, to include flash suppressors and bayonet lugs, M-5 bayonets, and ammunition in.30-’06 Springfield, in all quantities. (d) Bolt action rifles in the calibers of .30-’06 Springfield; 7.62 NATO or .308 Winchester; 5.56 NATO or .223 Remington; or any substantially equivalent caliber, and ammunition appropriate for the rifles, in any quantity. (This list could easily be expanded.) Section 5. Pre-emption. This Executive Order is intended to pre-empt the laws of States or political subdivisions that infringe upon the rights of citizens to keep and bear the arms designated in Section 4. Section 6. Judicial Notice. That the judges of all State and Federal Courts are hereby given notice that possession of the designated Militia Rifles and accessories by citizens should not be restricted or infringed upon by State laws or the laws of a political subdivision of a State and any such law should be reviewed under the strict scrutiny standard to determine whether it is a violation of the Constitution of the United States after judicial consideration of this Order and the fact that it was issued by the Commander in Chief of the Militia. It basically returns logical reasoning to the definition of semiautomatic rifles, while keeping close checks on "burst firers" and full-auto weapons. In addition, it should rescind the $200 "transfer fee" for full-auto weapons, suppressors, and other "evil Devices." Current restrictions on ownership of FA weapons can remain the same, except the Class III restriction for sellers and buyers is eliminated as well, but use of a FA weapon would be restricted to range areas, LE purposes, and "in home" defense. IOW, no riding around with an M-16, M-2 Carbine, M-14, BAR, AC-556, or any other FA capable firearm in your vehicle. It would be perfectly legal to keep one in your house to repel invading gremlins if you so desired. [Personal note: In the house, I'd rather stick to semi-auto].
The illegal use of a fully automatic firearm would call for a MANDATORY life sentence upon conviction. No first time short terms, probation, or any other shit. MANDATORY LIFE.

Trouble is though, the bullets, a lot of the time, find innocent by-standers. That's the sad part. Lots of good people on the south and west sides of Chicago. Unfortunately, they are in a war zone. Until the residents take back the streets, the cops are simply in a "pick up the body" mode. South and west sides were always tough places, so I certainly can't blame Obama for all of it. No doubt the numbers went up the last 8 years, but thus far, they aren't going down...the city is already at 100 murders for the year, about 6 weeks ahead of last year's pace.
Even back in the day when there were issues, you could go into those neighborhoods, but no longer. When I moved here 30 years ago, I went to quite a few Bulls and Blackhawks games...the stadium is on the west side. Used to leave my car and keys with a local guy who parked it on his lot next to a 3-flat. He would have the car warmed up for me after leaving the game. Did that for 10-15 years. No way in hell would I do it today.

Those people in the videos, the "innocent" ones. Wanna bet that when the cops interviewed that woman about the shooting right next door to her that her answer was "I didn't see nothing'" or "I don't wanna get involved" or maybe "if I talk they gonna come back and get ME?" THAT is the problem. I've heard those lines 10,000 times and I know damn well they were lying.
They don't want the cops in the neighborhood "harassing them," so the police don't get the chance to make contact with them and truly learn who is who. In my little town things were easier. You tell a new cop "Oh him, he's pretty much OK, just drinks and likes to shoplift, but he's not dangerous. Now THAT guy, you wanna watch him, he's pure no good and he'll hurt you if he gets a chance."
It's not liberal community policing, because all that consists of is Officer Friendly talking to Bertha the Church Lady, and a few feel-good speeches to anyone who wanders by. REAL community policing is going hands on with the bad guys -- stop and frisk, getting out and talking to the thugs on the corner, letting them know they are marked, and making every note you can of who is doing what.
But in the end, I don't care if every cop on the job is Dick Tracy, Joe Friday, or Pete Malloy --- without evidence and witnesses, crimes don't get solved and bad guys don't get put away. Obama's "Fear and hate the cops" crusade did NOTHING to help the situation.

First thing they have to do take responsibility for their actions and then take responsibility for their kid's actions. This culture has been ongoing for decades. It didn't just start. It has gotten a lot worse under Obama but that's because he has made every police officer the enemy. Sure, cops aren't totally innocent and there ARE some just plain mean-assed, corrupt cops out there who will abuse their power of authority in a New York minute. A cop can be lying through his teeth to a jury on what actually happened at a scene and the jury, believing the cop is God, will buy every word. On the other hand, there are a lot more good cops that will tell it like it was. That's why ,if possible, we need to have every cop on the street fitted with body cams. That said, What the hell would we as a society, actually do without law enforcement..?.. We can only imagine the carnage. The second thing the residents need to do is become unafraid. Start working with law enforcement instead of shutting them out. I realize that is a lot easier said than done, but aren't their kids, their families, worth it..?..
