Good observation, Mutt! That is, precisely, what Col. Fletcher Prouty had to say about this famous photo of the "Three Tramps" and CIA General Ed Lansdale.
To wit, it's obvious that the Dallas Police officers were not very concerned about these three suspects who were arrested in a box car on the other side of the "Grassy Knoll" right after JFK was shot by a gunman on the Grassy Knoll.
I'll bet you didn't know that the tall suspect in the front is actor Woody Harrelsen's father-- a professional hit man who just happened to be at Dealey Plaza on 11/22/63.
Harrelsen's dad is currently serving a life sentence at a Super Max prison in Colorado-- for killing a judge in Texas.

As I've told you and Cheese Whiz previously, Prouty has always seemed like a highly intelligent, honest Air Force officer to me-- nothing at all like the CIA disinformation about him that was cranked out after he published The Secret Team.
He's a military/Pentagon career guy who figured out early on that Dulles, Cabell & Co. had whacked JFK. Being a decent American patriot, he was, understandably, appalled about the 11/22/63 coup d'etat. (Ed Lansdale had sent Prouty on a VIP tour of Antarctica the week JFK was killed.)

You might want to take a look at these commentaries about John McAdams' disreputable crap-- including some rather lengthy critiques of his anti-Prouty propaganda.
The antidote for your persistent delusional disorder is to read some of Prouty's detailed commentaries about his work with the CIA and Joint Chiefs prior to his retirement from the Pentagon in December of 1963.
At the very least, take a minute to listen to Prouty's above comments about his former boss, Ed Lansdale. Give your addled brain a chance.
Why do you and Daleko insist on reading John McAdams' fact free nonsense, while avoiding the bona fide JFK assassination research?
