A criminal will use whatever he can get his hands on, and if he is the only one in the place with a hammer, he can do a whole lot of damage, since there would be no good guy with a gun around to stop him.
How about the bad guy who has a pistol with a magazine that holds 15, and 2 spare magazines?  With no armed good guys around, homeboy can shoot 46 people before he has to worry about his next move.

The idea here is to make sure the good guys stay armed, but the bad guys are NOT.
