I argued that this is correct. Eligibility to vote is determined by individual state legislatures. Once one meets those qualifications, the Constitution guarantees that eligibility as a right, but it is the individual state that extends the privilege.

And that is (yet another) reason that the concept of states' rights is...well, retarded, AND why a national set of standards is needed ~ desperately needed ~ to prevent state legislatures from passing what are clearly voter reform, meaning suppression, laws.
