Though not the first, John Edgar Hoover certainly expanded it, with nine POTUSs, who he worked for, along with 37 yrs of Congress, seemingly agreeing w his methods. I was never a fan of the Patriot Act, which set the bar for .gov intrusion. But I find it amusing that folks here who are hell-bent on promoting the notion of the 'deep state' as the reason for all the ills of America, would turn around and endorse....the deep state.

Facebook, Twitter, Youtube, etc., all the nexus' of our current communication have done it for years. You've never seemed to have a problem with it in the past. What has changed?

Great point. Oh, I get that attorney's use the words all the time. Heck, I use it in battles with building officials myself. But the law rarely uses words like 'maybe' or 'depends'. If there is a 'depends', the thing that it depends on is almost always specifically spelled out in the law as an exception. My job is to convince BO-guy that my client's project is in that category.
