NO, Senile Joe!   If I forget my keys in my car, that does NOT give a teenage thug permission to steal my car and go kill someone with it.
An honest person who saw the keys in the ignition would either go on his way, or put the keys in a place where they aren't visible from outside the car.

Yes, the owner might have to hunt a little to find them, but his car would most likely still be left where he parked it.   What about if the owner locked the doors, and the thug had to break into the car?
