So all those guns sold in back alleys by felons to felons will now require a background check? I nominate Walter and Nie der hut to enforce that. They need to take their laptops and scour the streets at night to perform background checks with all the gangstas.

I don't think that people who are selling or buying stolen guns will submit to background checks.
