If I can't afford tickets to a big home game, can I buy a cheap drone and camera and fly it over the stadium? If no one shoots it down, it's re-usable, unlike tickets. Around Tiger Stadium, there are a LOT of tailgaters you could probably hide among.
I wonder if anyone has tried that yet. Just a weird thought that crossed my mind.

on-field play has been stopped twice in recent years at games I've attended at the shoe after a drone was seen hovering above the stadium.

After 9/11, the Federal Aviation Administration (FAA) banned all flights below 3,000 feet within 3 nautical miles of certain sports games. Since then, Congress has made the rule permanent, and the FAA expanded the restriction to all "unmanned aerial systems," including drones and model planes.
As you noted, The FAA restriction applies to "any stadium having a seating capacity of 30,000 or more people where either a regular or post season Major League Baseball, National Football League, or NCAA division one football game is occurring," as well as NASCAR, IndyCar Series, and ChampCar World Series races, from an hour before the game starts to an hour after the game ends.
While it it could include a MLB game w only 1,000 in attendance, it does not include a NFL preseason game, w 50,000 attending. Or a concert w 100,000. The Spring LSU game would not be covered.
As we progress w drone commercial delivery, much to sort out. Unlike in controlled airspace, there is no way for remote pilots to get automated FAA approval to fly through stadium no-fly zones. Making chunks of major cities off-limits to drones, if they host several different events.
While, not everyone, a few, have been arrested. And given slap probation. And most venue stadium security groups focus on property lines, as opposed to the 3 NM border.

I'm just thankful that so far, no one has pulled a 9-11 into a football stadium. Every stadium is within easy flying distance of a packed jumbo jet set up for an international flight. That means LOTS of fuel to explode on 100,000 people. You can't shoot the plane down over populated areas where stadiums are located, either.
We have major targets of all kinds everywhere, and as long as our border is wide open for terrorists to enter the country unchecked, our chances of being hit again go UP. Intelligence officials have tried to warn the administration, but the administration does not care.

I'm thinking if you can find a nearby building with a sloped roof to sit on while you operate it there is no way you get caught.
