I don't understand why they are happening.

All states have laws against pointing a firearm at someone in a threatening manner.

All states have laws against shooting a gun at someone.

All states have laws against actually shooting someone.

All states have laws against murder, using any kind of weapon.

So, why are these mass shootings happening?

Why are ANY illegal shootings happening?

We have LAWS.
