After reading 9 pages on Gator Country, this is the best I can come up with:
1. Joker Phillips cited personal reasons for the resignation.
2. Somebody mentioned Joker Phillip's wife is sick. This could account for why Chris Leak has been working with the WRs at the football camps.
3. ESPN reported that Will Muschamp forced Joker Phillips out for a recruiting violation(s). ESPN corrected the report to say that Will Muschamp did not force out Joker Phillips. The report of a recruiting violation(s) still stands.
Since Joker had already been missing time away from the camps, I'm inclined to believe Joker's wife is sick. That qualifies for resigning and citing personal reasons.
I doubt that Joker has done anything at UF involving a major recruiting violation(s). That would qualify as a professional reason. The exception might be if Mike Stoops had to report some major violations at UK that happened on Joker's watch. That's what happened with Aubrey Hill getting forced out of UF due to his involvement in the Miami scandal.
Bottom line is OC Kurt Roper works closely with the QBs and WRs in his hurry up spread offense. Chris Leak has already been working with the WRs. Also, as you pointed out, WR production can't get any worse than last year. Chris Leak will do fine. I'm more concerned about his lack of recruiting than coaching:

Gators assistant Joker Phillips resigns; Chris Leak to coach receivers By SCOTT CARTER GatorZone.com Senior Writer
GAINESVILLE, Fla. – Gators head coach Will Muschamp announced the resignation of receivers coach Joker Phillips on Wednesday.
In the wake of Phillips’ departure, former Gators quarterback Chris Leak will take over as receivers coach. Leak returned to UF in May 2013 and moves from his role as an offensive graduate assistant.
Phillips joined the Gators in December 2012 after spending the previous three seasons as head coach at Kentucky. Phillips had a 13-24 record at his alma mater and was replaced by Mark Stoops after a 2-10 record in 2012.
“I’m thankful for the opportunity that the University of Florida and Will Muschamp provided to me and my family, but at this time I have decided to step down from my position on the UF coaching staff for personal reasons,’’ Phillips said.
Added Muschamp: “I appreciate Joker’s contributions to our program and wish him and his wife, Leslie, nothing but the best in the future.”
Meanwhile, Leak inherits a young group of receivers led by senior Quinton Dunbar, who finished with 40 catches for 548 yards in 2013. Sophomore Ahmad Fulwood, who had 17 receptions as a freshman, and fellow sophomores Chris Thompson and Demarcus Robinson offer depth.
Sixth-year senior Andre Debose also returns.
“I appreciate the opportunity that Coach Muschamp has given me and my family,” said Leak. “It’s an honor to be coaching at my alma mater where I have so many fond memories both on and off the field. We have a tremendous coaching staff, a great group of players and a support system in place and I’m excited to be a part of it.”
Leak is best-known for playing quarterback at UF from 2003-06. He led the Gators to a national title his senior season and embarked on a professional career. After finishing as a player in the Arena Football League, Leak opted to return to his alma mater to pursue a coaching career.
He worked extensively with first-year offensive coordinator Kurt Roper in the spring as Roper installed a new no-huddle, up-tempo offense.
“Chris is a bright young coach,” said Muschamp. “He is one of the all-time Gator greats and being at Florida is very important to him. He has been working with Coach Roper and our offensive staff and is very familiar with our players and new system.”

Internet buzz that I have heard is that Joker experienced a "bump" on a high school visit. This is when a coach goes to a school to see a high school coach or pick up transcripts and runs into a recruit in the hallway and briefly speaks to him. Seems silly, but any contact at these times, depending upon what period they are in, can be considered a violation. It would seem saying hello to a potential recruit should be allowed. Heck, I'd think ignoring them and refusing to speak to a kid who might not understand the rules about why he cannot speak to them could do more damage to the process than a simple hi how ya doing. Then again, such encounters should be like prostate exams. Should only take a few seconds to insert the gloved finger and palpate the gland. If you feel the doc back there for more than that time then something could be amiss.

Neither rumor has had much backing so far. In time, more on the resignation will come out. The details always find a way to the public. I agree. Makes no sense that a resignation would be necessary after a bump. Happens all the time. Back when Pell was came out of retirement to coach our local high school team myself and another friend did the radio broadcasts of the games as well as the coaches show on the local radio. As a result, we had a meeting at the high school with Charlie once a week for preparation. During that time I met a handful of assistant coaches coming in to say hi to Charlie and most of the time several of the kids were around, said hi to the coaches, etc. No big deal.

Darrell, if he did what you say, he should have resigned. That's beyond a bump, especially so if during the dead period which only allows contact on the recruiting school's campus, and could include improper benefits if Joker even bought the kid a cup of coffee. He definitely was not a good fit with UF as he would do anything more serious if he'd do this.
A side affect is that whomever the recruit is will no longer be recruited by UF. That isn't fair to the recruit if he has real interest in UF, but that's the way things work.
With the above stated, I don't believe it. It begs the question of why any UF coach would be out recruiting during a dead period. I'd have to see a dated picture to believe it.

If true, it was dishonest, stupid, and deserving of Joker's resignation - can't say I'm surprised UM is implicated as the school involved in the event enough to get the picture to turn him in to the NCAA - it takes a cheater to recognize or set up a cheater:

According to the Yahoo Sports story Thursday, the NCAA recently received a photo showing Phillips sitting at a restaurant with a high school recruit during a dead period. According to Yahoo sources, the photo was sent to the NCAA by an individual with ties to the University of Miami.
UM and the NCAA would not comment on the situation to Yahoo.
If a coach runs into a recruit during a dead period, it is considered a violation of the NCAA's “bump rule,” which is considered a secondary violation.
But if the meeting was planned — like scheduling a meeting in a restaurant — it would be considered a major violation because the coach would have purposefully violated the dead period rule.
Phillips resigned suddenly Wednesday afternoon, citing personal reasons. ESPN, based a report on an unnamed source, said Phillips resigned due to a possible violation of NCAA rules.
Phillips, UF's wide receivers coach and recruiting coordinator for a year, has been replaced by former standout Gator quarterback Chris Leak, who had been a quality control coach on Will Muschamp's staff.
Leak becomes the Gators' fourth wide receivers coach in the last four years.
Two years ago, UF wide receivers coach Aubrey Hill resigned just before the start of preseason camp due to his implication in NCAA wrongdoing at UM, where he was the wide receivers coach before returning to his alma mater (UF) in 2011. He was replaced by Bush Hamdan, a graduate assistant on the UF staff.

If Joker scheduled a meeting with a recruit in a restaurant, it is unlikely he would have set it up at a time or place he was likely to be seen by coaches from another school. Most probable would be a fan saw them and, since nowadays everyone has a cell phone camera all the time, snapped a picture and sent it in. That said, surely you don't really believe that the UF staff isn't out there pushing it to the limit and bending the rules of recruiting every which way they can.

As I said, what Joker did, if true, was dishonest, stupid, and deserving of his resignation. I expect UF coaches to be held to a higher standard than what is acceptable at UM. Joker tendering his resignation is hopefully proof that UF won't tolerate a cheater.
I still believe a culture of corruption exists at Miami. Just because the NCAA blew the investigation doesn't change what exists and has existed for years at UM. You can change the names and faces, but the culture hasn't changed.
Not for one second do I believe that UM is innocent of involvement in getting the picture of Joker and the recruit and forwarding it to the NCAA. Let's call it part of the hatred that exists between the two programs. It's more evidence that all games in all sports between the two schools should be stopped, not just football. At the very least, I hope any talk of a neutral site football game is permanently ended.
